JOB DESCRIPTION/DUTIES:
The Senior Project Manager will provide strategic and operational leadership to a multidisciplinary team; allocate and balance resources; manage schedules, risks, quality, performance, and contractual requirements; and coordinate directly with the Government stakeholders. The Senior Project Manager will ensure that requirements are clearly understood, assignments are appropriately planned and staffed, deliverables are completed accurately and on schedule, and project information is maintained in Government-designated tracking systems.
Publication Lifecycle & Production Management
· Provide overall leadership, direction, and accountability for successful contract performance and execution of all assigned work.
· Serve as N4 Solutions’ primary management interface with the Contracting Officer, Contracting Officer Representative, Task Managers, researchers, subject matter experts, and other Government stakeholders.
· Manage a portfolio of concurrent research communications, publication, outreach, multimedia, web, branding, and related assignments of varying size, complexity, priority, and duration.
· Translate Government requirements into clearly defined work activities, deliverables, schedules, milestones, resource assignments, review pathways, and acceptance criteria.
· Establish and maintain portfolio-level visibility of active work through the Government-designated project tracking system, including task ownership, priorities, due dates, dependencies, approvals, risks, issues, status, and next actions.
· Allocate and balance personnel across the multidisciplinary workforce based on technical requirements, workload, schedule, priority, staff expertise, and available capacity.
· Coordinate functional leads and specialists to ensure cross-functional assignments are performed efficiently and without unnecessary handoffs or duplication of effort.
· Monitor workload, staffing, schedule, quality, performance, resource utilization and proactively rebalance resources to support changing priorities, surge requirements, and accelerated assignments.
· Ensure adequate backup coverage and continuity of essential services during employee leave, vacancies, workload surges, or other disruptions.
· Develop and maintain integrated schedules and monitor milestones, review cycles, Government dependencies, approval requirements, and outstanding actions.
· Identify potential schedule delays, workload conflicts, approval bottlenecks, technical uncertainties, or other performance risks before they affect delivery.
· Establish risk mitigation, contingency, corrective-action, and escalation strategies and monitor risks and issues through resolution.
· Escalate matters requiring Government direction using concise, decision-ready information that identifies the issue, potential impact, options, recommended action, and required decision date.
· Facilitate kickoff meetings, status meetings, management reviews, technical discussions, and other required coordination activities.
· Communicate program status, accomplishments, upcoming milestones, risks, issues, staffing needs, and Government action items clearly and consistently.
· Ensure Government technical direction, priorities, comments, approvals, changes, and decisions are documented, assigned, tracked, and implemented.
· Lead implementation of N4’s Quality Control Plan and ISO 9001:2015-aligned quality-management processes.
· Ensure editorial, technical, accessibility, branding, review, file-delivery, and other applicable quality requirements are incorporated into assignments at the beginning of the work.
· Monitor performance against contractual service levels, timeliness requirements, quality standards, responsiveness expectations, and Government acceptance criteria.
· Coordinate with staff to ensure appropriate independent reviews and quality-control checks are completed before deliverables are released.
· Initiate root-cause analysis and corrective action when deficiencies, recurring errors, or process breakdowns are identified and verify that corrective actions are effective.
· Capture lessons learned and use performance trends to improve procedures, templates, training, staffing, workflow, and quality controls.
· Ensure required monthly, periodic, and ad hoc management reports, meeting notes, action logs, risk information, and other contract documentation are accurate and submitted on schedule.
· Maintain appropriate management records, approvals, performance documentation, decisions, and supporting contract files.
· Coordinate onboarding, orientation, knowledge transfer, cross-training, succession, and contingency staffing to maintain continuity of operations.
· Manage subcontractors, consultants, SMEs, and specialized vendors within N4’s established schedule, communication, risk, quality, and performance-control framework.
· Monitor individual and team performance, and provide coaching, guidance, mentoring, and performance feedback as appropriate.
· Foster collaboration, accountability, responsiveness, and professional communication across multidisciplinary technical and creative teams.
· Ensure compliance with applicable N4 and Government policies, procedures, security requirements, accessibility standards, and contractual obligations.
· Maintain a customer-focused operating environment that provides FHWA with clear accountability, transparent performance visibility, timely issue resolution, consistent quality, and efficient execution across the entire research communications portfolio..
EDUCATION/EXPERIENCE/EXPERTISE REQUIREMENT:
· Master’s degree preferred in Business, Marketing, Communications, Project Management, or a related technical or professional discipline; With a Bachelor’s degree, 2 years of additional experience may be substituted for a Master’s degree.
· Minimum of 10 years of progressively responsible professional experience managing complex programs, projects, communications operations, publications, or related Federal support activities.
· Demonstrated experience leading multidisciplinary professional teams and managing multiple concurrent projects and priorities.
· Demonstrated experience managing communications and publication activities from initial requirements through development, review, approval, production, delivery, and closeout.
· Experience overseeing production of technical information across varied formats, including reports, briefs, presentations, publications, web content, multimedia, social/digital communications, and other communications collateral.
· Demonstrated program/project management experience involving strategic planning, resource allocation, scheduling, risk management, quality management, performance measurement, and stakeholder coordination.
· Strong understanding of project-management principles and practices; familiarity with PMI PMBOK principles highly desirable.
· Demonstrated ability to manage portfolios containing concurrent assignments with competing schedules and resource requirements.
· Experience implementing and maintaining project tracking, task management, action tracking, and reporting processes.
· Demonstrated ability to identify, analyze, mitigate, track, and communicate program and technical risks.
· Experience developing management reports, performance metrics, schedules, work plans, action logs, risk registers, and other management documentation.
· Demonstrated experience interacting directly with senior Government or customer stakeholders, Contracting Officers, CORs, Task Managers, researchers, SMEs, and technical personnel.
· Experience coordinating complex Government review and approval processes.
· Knowledge of quality-management and continuous-improvement concepts; ISO 9001 experience preferred.
· Understanding of Section 508 accessibility, Federal publishing, communications, records, and public-release requirements sufficient to manage multidisciplinary teams responsible for these activities.
· Excellent leadership, organizational, analytical, problem-solving, decision-making, written communication, and oral communication skills.
· Demonstrated ability to operate effectively in a high-volume, deadline-driven environment.
· Ability to lead independently while fostering collaboration and accountability across multidisciplinary teams.
· Strong proficiency with Microsoft Office and project/task tracking, collaboration, and reporting applications.
· Ability to meet customer-site, security, badging, and program requirements.
· U.S. Citizenship.
PREFERRED EDUCATION/EXPERIENCE/EXPERTISE:
· Master’s degree in Business Administration, Project Management, Communications, Marketing, or a related discipline.
· Project Management Professional (PMP) certification or comparable formal project-management credential.
· Experience managing Federal research, scientific, engineering, technical communications, publishing, or public-affairs programs.
· Experience supporting FHWA, USDOT, or another Federal research organization.
· Experience managing technical publication portfolios ranging from short-form communications through complex technical reports of 300+ pages.
· Experience leading strategic communications, marketing, stakeholder outreach, digital communications, multimedia, web, publication, and event-support activities.
· Experience managing recurring publications or newsletters in a Federal or technical environment.
· Experience overseeing Section 508-compliant communications and digital-content production.
· Experience working with Federal researchers, engineers, scientists, technical SMEs, Public Affairs, legal counsel, and other review authorities.
· Experience leading high-volume programs with accelerated turnaround requirements and predictable surge periods.
· Experience managing hybrid, onsite, and remote personnel.
· Experience implementing ISO 9001-based quality processes and structured risk-management practices.
· Transportation experience, particularly highway or surface-transportation research, is highly desirable.
